On the third anniversary of the Torrance Refinery explosion, activist gathered to protest the continued use of a chemical they say is toxic.
The refinery says that, in the past, a court-appointed safety expect found Modified Hydrofluoric Acid was safer than any alternative. But the South Coast Air Quality Management District is weighing a proposal that would ban the chemical.
